Annual Permits
SEMSWA offers annual GESC and Floodplain permits for Dry Utilities, Water Districts, Park & Recreation Districts, Metro Districts, and Governments.
1. The Annual GESC Permit allows for approved Grading, Erosion, and Sediment Control activities to take place during the calendar year without additional permitting.
2. The Annual Floodplain Permit allows for limited approved activities to take place in the floodway/floodplain during the calendar year without additional permitting.
Note: Calendar year is reflected as January 1st to December 31st. New applications must be submitted each year on January 1st.
Note: Depending on location, Applicants may need to submit for both Annual GESC and Annual Floodplain.

Annual GESC Permit Information
Permit Structure for Directional Boring Utility Installation
In an effort to streamline the permitting process, an Annual GESC Permit for Direction Boring will be effective for qualifying projects. Project Owners can apply for an Annual GESC Permit and obtain authorization to conduct the activity without an individual permit.
Who qualifies?
Dry utility projects that utilize the directional boring installation method with minor trenching connections (less than 18-inches wide) will be permitted utilizing the SEMSWA Annual Permit.
How do I obtain an Annual Permit?
Project Owners must apply for the permit on a calendar year basis, and will note ALL contractors that are allowed to work under their Annual Permit on the permit form. Please see the download links on the right side of this page.
What plans do I need to submit?
Since dry utility directional boring projects are routine and standardized, SEMSWA provides Typical Detail plans with standard notes (see download section). Contractors working under the Annual Permit are required to utilize these documents, but are not required to prepare any other plans for submittal to SEMSWA.

ANNUAL FLOODPLAIN DEVELOPMENT PERMIT
Permit Structure and Information
In an effort to make the floodplain permitting process more efficient and accommodating to consultants for certain routine projects that cause no impacts to the floodplain within the City of Centennial and Arapahoe County, SEMSWA has created the Annual Floodplain Development Permit.
What utility work is covered?
The Annual Floodplain Development Permit for Utility Installation and Utility Bores covers directional boring, minor trenching (less than 18’ wide) and potholing in the floodplain. Projects that involve the placement of fill or permanent structures constructed in the floodplain are not allowed under this permit and would require a separate Floodplain Development Permit.
What are the submittal requirements?
In addition to a permit application, a list of utility projects that are anticipated to be completed within the period of time covered by the annual floodplain permit will need to be submitted (part of the permit application) as well as a map showing each project location and extent of construction.
